If I remember correctly, Shigaraki said that the Nomu they brought to UA was designed specifically to beat All Might. Like; he was specificaly made and molded to have to be able to counter All Mights ability (possibly by being given the most useful quirks by this guy that All Might's apparently terrified of) If that's the case, while I'm sure these Nomus are strong, they're probably not on the level of the first one; that one was probably their masterpiece and these are the prototypes.

Their world has lost the concept of what a hero is. 80% of the population has a Quirk. Any child with a Quirk useful on the battlefield can study to be a hero. For many people heroism is a profession, not a vocation. All heroes can count on the fact that if too great a threat arises, All Might will show up... It's a society of weak heroes. BUT let's be clear, Stain is an extremist All Might fanboy. The fact that he's willing to kill any hero HE deems unworthy of the title is completely arbitrary and crazy. There's a bit of Light Yagami in him xD He took on a mission that no one placed in his hands. He's unhinged and arrogant.
