But you have to remember that Deku not only worked out, but he followed a very strict and difficult workout plan designed by All Might himself, to the point where he got abs in 6 months. So if nobody had any powers Deku would actually be quite strong for his age, and Shinzo would also be strong for his age but not as strong as Deku. It's possible that Deku would physically (without using powers) be strong than even Bakugo with all the training he did
