Honestly, Ruth is not ready for an honest healthy relationship with Billie and neither is Billie.

Alice is good for her. Nothing against platonic friendships but I really hope this turns romantic. It would be Billie’s first chance at something healthy she could really grow from. Also stylistically I love Alice’s whole look. Those boots? Nice.

I'm going to risk updating my Theory of Billie based on this one strip.
Previously, I interpreted Billie's cycle of mistakes as resulting from her looking back to her high-school days instead of adapting to college. Again and again she tried to get her status back, and again and again it backfired.
So when she articulated her desired to be friends with Alice again, I thought we were seeing another turn of her cycle of trying to live in the past.
After she encountered Alice by chance in the previous storyline she spent much of the day asking for help in getting Alice back into her life, finally admitting that just *restoring the friendship* would be welcome. No "head cheerleader, problem solver" in the eyes of the adoring multitudes—just "Alice's friend".
So it's OK that she looked to a figure from her past, because she's finally seeing value in a single friendship.
Today we see her *having fun* with Alice.
It's also notable, but possibly secondary, that she doesn't condition her enjoyment of the friendship on its sexual expression. Not that she would object, but she's not out to show off her allure in hooking up with athletes, R.A.s, or hot motorcycle guys. She no longer needs to exclude Lucy from her social circle because it's no longer about what other people think of her associates.
For a character who was first seen in the comic pushing away her childhood friend Walky, this is great progress!
