Bellamy only understands piracy through conflict and pillage. He's a low-class pirate. Luffy sees piracy through freedom and self-fulfillment (achieving his dream). Luffy despises Bellamy and has no intention of punching shit like that. Shanks had done the same with the mountain bandits of the mill village.

2023-12-01 01:06:22 +0000 UTCRemember the bar scene with Shanks when Luffy was a kid? The mountain bandits insulted shanks, spilled alcohol on him, etc. But Shanks refused to fight them. They weren't worth it. But once they messed with Luffy, all bets were off. The bar scene from this episode is a mirror image of the one from that flashback. Shanks is Luffy's inspiration for being a pirate, after all. Back then, Luffy got mad that Shanks didn't fight. But now we can see that Luffy has grown and is following in Shanks' footsteps.
