Vorenius is a loyal soldier, and killing civilians was part of the game back then. In season one when he and Pullo have dinner with Octavian and his family after having saved Ocravian, hes asked how many hes killed. His answer is '300, not counting civilians". (im not sure if it was 300 exactly, but it was a high number)
