When Pa spoke about passing his(Naruto's) predecessor's I think he means regarding Sage Jutsu, not over all as a shinobi. I could be wrong! But I always thought that's what he meant since Naruto is a perfect sage (no physical frog characteristics) and has "mastered" nature energy. While Jiraiya still had room to grow and get stronger since he was not a perfect sage and was still advancing on his sade mode and manipulating sage art chakra.
