I also like it when DPR is underestimated, cause when creators on Youtube, etc try and estimate DPR it usually seems wildly optimistic, the soradin as was presented in this build is very hard to place in any sort of generally used DPR framework as it relies on opportunity attacks( large degrees of uncertainty), number of creatures affected by spirit guardians, a player has to be familiar with both of those elements to properly assess how effective this build will be for them. DPR is an awful tool, but has anyone developed a better one?

I agree, consistancy is key, and one should definitely not classify ACs into "correct" or "wrong" - there's just too much estimation and variety involved. On the other hand, I think these percentages are not supposed to be completely random: The above argument at least tries to be quantitative, even though the assumptions are weak and thus, the argument isn't strict. Likewise, the 60% are drawn from your experience and confirmed i.e. by the double phantom (even though 12 rounds of combat would probably not allow to significantly differentiate between 60 and 65). So they're both good guesses I'd say - better than "42 % because HHGG" ;-)

CR doesn't work. This is actually really, really common knowledge. Even if it did, you don't know how many creatures you will be facing, so there is no "CR appropriate" monster for any level. Saying that a DMG CR created creature equal to your level is "appropriate" is no more correct than pulling a number completely at random. I know the "reason" for 65%, it just anyone who suggests this is the "correct" % either doesn't know that, which is a pretty crazy thing to not know if you actually play the game, or ignores that, which also makes no sense. 60% or 65% or 55% or 40% - they all are just as relevant as long as you're consistent - anyone who tells you differently is either lying to you or clueless.

One reason to argue for a 65% base chance to hit (instead of 60%) is the following: Regarding creating a monster, the DMG suggests different ACs for all CRs and if you equate CR with PC level, these ACs correspond to a base 65% chance to hit (except for level 9). That is, the average enemy AC = 8 + PB + AM, where AM is the ability modifier of Treantmonk's baseline. Of course, the assumption that CR corresponds to PC-level may or may not be the case, so if you're regulary fighting enemies with higher CR than your level, the 60% can similarily be justified.
