You can say the die is rerolled and the value is used, but what is the context of that usage? For legendary resistance, it is in the context of a save which has succeeded by the definition of a legendary resistance. In the context of an advantage roll, the re-roll is "used" in the context of having been rolled as a pair of advantage dice. So the other die roll is still allowed to prevail for the save, if the new roll is lower.
