Theoretical possible use: Bladesinger 6/rogue X. Since extra attack for the Bladesinger allows you to cast a cantrip in place of one attack, you could cast and attack every turn, giving yourself advantage and thus sneak attack on the next turn's attack. Naturally there are SO MANY better ways to use your turns and concentration, but that specific build can get a tiny bit of theoretical use out of True Strike. That is all I've got.

Element Zero

"Good" old True Strike :D Well, there are szenarios, where casting this spell isn't gonna make your cances worse. And that ist, if you are about to use a resource next turn, wich needs a to hit roll. Perhaps, you want to cast a Contagion spell on someone. (This is the highest leveled spell i could find, that makes a single to hit roll). In this case, you nearly double you chances to make your 5th level spell stick to your enemy insted of making it worse. So, should you do this "trick"? OF COURSE NOT! If you REALLY want to use spells or other rare resources that need you to hit, use a familiar, skeleton, any sort of pet or perhaps ask a party member, if they can Help you. Use one of the other many ways to generate advantage or a bonus to hit, but don't take this cantrip! I just wanted to mention a way, where using it doesn't automatically lower your chances ;)

What about Witch Bolt? Crappy damage, requires concentration and the target can just move out of range. I can see a first level taking this spell expecting to get the follow on damage that will probably never happen.
