If he had taken cover in one of the other house, the raiders could mistaken it as there being other people around and start shooting randomly at all the houses. Bill was ready for the raiders, which makes you think how often he stayed up at night to keep watch or monitor the sensors. You can see in the next episode Joel doing the same thing when he accidentally scared Ellie when he mentioned looking out for people when they are camping in the woods.
