Blues, Jazz, Swing, Rock, Bebop, R&B, and other semic-classic genres are considered "popular music" because they were at the the time the genres created and championed by the common people, hence the term "popular". They are considered the base of every single genre we have today. Thats why some universities (like mine) call their music BAs "Popular Music" degrees. Puerto Ricans, African Americans and other Americans of European descent all wroked together to build Jazz and hence, todays musical landscape.
