James Reynolds was accused of scamming war veterans out of the war bonds they received as compensation for fighting in the war. Those bonds were all but worthless as the government tanked under the Articles of Confederation, and their future value was looking up under the new Constitution, but wasn't a sure thing yet. Scammers like Reynolds bought the bonds from veterans for pennies on the dollar, a scheme known as "speculation", banking on the probability that eventually the value of the bonds would skyrocket and they'd become rich. It was highly illegal, and when Reynolds was caught, he decided to claim it was all Hamilton's idea, and since there were financial ties between Reynolds and Hamilton, it really looked bad for Hamilton and he could have gotten in a lot of trouble. So writing the Reynolds Pamphlet was not quite as stupid as it's made out to be here in the musical. Honestly, he was backed into a corner and coming clean very publicly was the best way not only to exonerate himself, but also to prevent gossip that he had somehow wormed his way out of trouble he rightly deserved, which would have not only destroyed his own reputation, but probably also damaged his family's reputation. The romantic in me also likes to believe that some of his decision was Washington's influence, with the whole "I cannot tell a lie" cherry tree legend and all.

That's what he was saying, basically. It's beautiful writing, but a bit weighty.
