I got it to work after closing razer cortex, I followed the troubleshooting you listed out.

Make sure you are using DirectX 11 instead of DirectX 12.

Thanks got it working now but getting frequent DirectX errors and the game is crashing. My graphics driver is up to date. To be specific I'm getting:
DirectX function "GetDeviceRemovedReason" failed with DXGI_ERROR_DEVICE_HUNG ("The GPU will not respond to more commands"). GPU: NVIDIA GeForce GTX 980M", Driver: 49649. This error is usually caused by the graphics driver crashing; try installing the latest drivers.
