I feel Elisabeth hesitating then burning the painting is a representation of how she approaches her work - she doesn't want to care about the people she's involved with, because the job is more important. And unlike Philip, she'll go so far as to deny that she does have any feelings about it - her briefly placing the painting in storage is an expression of sentiment, which she then refuses to allow by burning it instead.
