The Orville is essentially Seth MacFarlane's love-letter to Star Trek: The Next Generation, so the similarities to 90s Star Trek are very deliberate. Despite that, it's not fair to say The Orville is just an homage to TNG - it's executed very well (for the most part - I find some of the comedy in S1 a bit grating TBH, and think S2 balances it a lot better), and really grows into it's own thing whilst maintaining the flavour of its inspiration. There's a significant number of Star Trek fans who considered it more Star Trek than the actual Star Trek shows Paramount were creating at the time! There's also Trek alumni involved - the doctor (who'll you'll recognise from Castle) was a recurring character on Deep Space 9, and Jonathan Frakes (from TNG) directs a few episodes of the series
