I mean, as we learned from Guy and Velzard last season, it is weird that Veldora is not just rampaging around and destroying stuff. Not only that, but thanks to the devices set in the road, the magicule density in the Jura Forest is currently way lower than they are used to. If Veldora really was back, the density would be much higher than normal, not lower (that is their line of thought) so based on what they know, it makes more sense that Veldora is not actually back lol Also, the thing is, Rimuru and Hinata both know that they are being manipulated. But they don't really have a choice at the moment. Because the manipulators sent that detached force without Hinata knowing, and then that detached force engaged in combat against Tempest, it puts Rimuru and his nation in the state of mind that Hinata chose to fight instead of talk. And Hinata knows this, so she knows that a fight is being forced. So with all that has happened fighting is their only real choice at the moment. Had Hinata come alone it would have been totally fine. But the moment the four saints followed her, and the Seven Luminaries sent the detached force, a fight became inevitable. The only hope now is that they can resolve the fight without either side taking losses. That is what both of the leaders want.
