In the first episode, he acts snotty and sarcastic and prideful because he is trying to goad Rimuru into having his class join the training! As we find out in the first episode of the Coleus OVAs, Jeff actually has a pretty good idea of who Rimuru actually is. He is quite intelligent and very well informed. So his true motive in this arc is getting Rimuru to go to Guratol to see if he could possibly help his little sister!
