The clowns certainly manipulated Phobio but they didn't exactly lie to him. They told Phobio up front that to do this he needs to take Charybdis into himself. If Phobio was strong enough, he actually would have been able to subdue Charybdis and take over its powers. The clowns know Phobio isn't strong enough but he doesn't know that. The clowns used him, but ultimately this whole mess really is Phobio's fault for being so unreasonably angry at Milim. I mean he was the one who attacked out of nowhere in the first place lol definitely right to be disappointed in Phobio here
