Was this ever considered? Was there some obvious reason that this did not happen? It seems as though a major breakout by numerous surface ships attacking convoys and the like could have seriously interrupted the allied war effort. As always, I would appreciate your insight.

While I realize that the German Navy's commerce raiding by surface ships during the Second World War cannot be characterized as an unmitigated success, it seems as though the German Navy might have been more successful in the First World War had it augmented submarine commerce raiding efforts with its major surface ships rather than concentrated them for a fleet action that it never had a real chance of winning.
