I wonder who nearby kept going inside often enough to trigger installing that. But you're spot on, that's doing way more harm than good both for debris and anyone who may get swept in.

2024-02-04 02:33:02 +0000 UTCI'd wager that the grate doesn't have anything to do with debris, but is actually meant to keep people (kids?) from crawling through the pipe. They first tried with the text, when that didn't work they added the grate. Inadvertently making the whole thing more dangerous.
