The Whirlpool Empire part 1

"What's the matter Gara ?" Temari asked her brother.
Gara was looking outside from the newly build tower of the hidden sand.
No it was not hidden sand anymore. In the last two years this place has changed drastically. There a village has changed. The lifestyle of their people has changed. If someone compare the village now vs the village then, then the difference will be clear.
No there was no need to compare. Those who have lived through these years, can easily tell the difference of heaven and earth without even comparing.
"I was just thinking. How everything has changed. It is hard to believe, that behind all these changes there is only a single person."
Gara said in his usual grave voice.
"When you are powerful enough to erase a major Hidden Village from the existence by flicking your finger then I guess it is possible to do these changes as well.
But understanding her is not possible for me.
By the way are you ready for the annual meeting. It's the day after tomorrow right ?" Temari asked Gara.
"Yes, Kankuro has helped me organising every file and the documents of every important matters in this year.
I have also mentioned the issue of manpower in our petroleum reservoirs.
The machines she had sent was not enough to harvest petroleum from our coastal reservoirs." Gara said to Temari.
"Did you mention about our military ?" Temari asked Gara.
"Yes, but I don't think she will change her mind.
She believes in quality more than quantity."
Gara explained to his sister.
"I know but there is no harm in trying." Temari told Gara.
"Yes there is no harm.... This is beautiful. Don't you think ?" Gara look towards the metropolis.
No it was more than that.
With the barely visible light from Sun, the city started glowing. From the electricity of the windmills, the hidden sand is more than self sufficient in terms of electrical energy. Many parts of the village was under construction. But the overall image has changed. Now there are proper schools for the children. Where they can actually learn and gain knowledge about various subjects rather than only learning how to kill and survive.
Although the main hospital was situated in land of waves, the hospital in the village hidden in the sand has also improved. It can't be compared to the wave hospital where many modern technologies and medicines was available, but it was enough for the people of the village.
The economy of the hidden sand has also gone through drastic improvements.
Now that the shinobi system is gone, most of the village revenue comes from the taxes given by the civilians. And these taxes were not any small amount. Most of the shinobi has been rehabilitated to the jobs which suited them the most.
A few people who wanted to remain shinobi, has gone through the training program given by the 5 Star company.
And it's not to mention their devil fruit project. Honestly , very few people knew about this project. And those who know, were not allowed to talk about it in front of others.
That's why Gara refrained himself from thinking about that topic. Even though he himself has gained power from the said devil fruit.
There are no more shinobi in the village hidden in the sand.
But there wass also no war, no fights, no struggle for the survival in the village hidden in the sand.
This peace, this tranquillity, is like a dream in this cursed shinobi world. But it is a good dream that Gara didn't want to wake up from.

*Knock*knock*

Both Temari and Gara turned to see the door.
"Enter."
With his permission the Messenger entered the office.
The young woman before handing over a scroll to Gara.
"Lord Kazekage, there is a message from the land of iron."
Gara nodded and signaled her to leave.
After opening the scroll, he read through the content. A frown appeared on his face.
Looking at his reaction Temari asked Gara.
"What is the matter ?"
"The Kage summit has been called. It includes the leader of four great Nations along with the representative from the land of fire.
It will be held on the full moon, 9 days from now in the land of iron.
All the Kage has been requested to present themselves in the meeting. Or at the minimum send a representative for their respective village and land."
Gara told Temari the giest of the message.
"Did they wrote anything about the topic of discussion ?" Temari asked Gara.
"No there is no description about the topic of discussion. It is just written that both the Raikage and Tsuchikage have agreed on this summit." Gara said to Temari.
"Let's talk about it in the annual meeting. We will ask her what to do ?" Temari suggested.
In response Gara simply nodded.

The meeting room was filled with different peoples in different attires.
There is a large round table with a space for the organiser in the centre of it.
Every seat in the table is the same. There are total thirteen seats. And in the center a purple haired woman with black business suit was standing with a file in her hand. There is also an extension from the table to accommodate her own files in the centre. After all the participants arrived, she finally spoke.

"Welcome everyone. I am Anko. The organiser of the second annual meeting of the five star company."
"Before the start of the meeting there is an announcement from the owner of the company. I would request everyone to listen to lady Naruko first. You will be given sufficient time to ask your doubts."

"Thank you everyone for coming to this meeting.
Today I am making an announcement. This news may cause you some confusion but I suggest here to not make a commotion. I will give answers to the question of every single one of you.
Now...
I am declaring the birth of a new nation. The Whirlpool Empire. This Empire will be consisting the land of waves, all the islands in the sea fog area and the land of whirlpools. I am declaring no aggression policy towards the land of winds and land of water.
The five Star company will integrate into this new nation.
All the permanent members will have their share secured in our new nation.
All the current deals will be converted into trities. If you wish you can always continue the alliance with us. The business deals with both the lands will be discussed in the end of this meeting separately.
The current deals And services that were being provided by The five Star company will continue like before.
I have also some suggestion for your own countries. Of course to implement them or not is completely upon you.
That is all."

As the majestic voice of the blonde woman died down, the organiser took over the meeting.
