The reaction of the world

In the last two years the world has changed drastically. In the centre of this change was the demon lord. In the land of earth, the village hidden in the stone has profitted a lot from the decline in power of land of fire And The disappearance of the village hidden in the leaf.
It was a power struggle between the village hidden in the stone and the village hidden in the clouds. The hidden cloud village has lost it's reputation while the hidden stone gained a lot of reputation. It even managed to create a branch Hidden Village in the land of fire.

But at the end of the second year the technological advancements that happened in the land of wind and land of water along with many small Nations like land of snow land of demons , went through, came in front of the world. Especially the construction of roads, schools.
The shift in political power was evident. Unlike before the land of wind and the land of water lost it's daimyo. Instead they created their own governing body named ' The Round Table ' most of the shinobi where now soldiers. The created system of school and hospitals we more advanced in technology than the current system. It was a very simple rule for those who lives in these countries.
Follow the rules and regulations set by demon lord and do not oppose the demon lord.
It was a very simple thing. According to the spice of other Nations inside the land of wind and the land of water, those two Nations became very peaceful.
Those two Nations underwent infrastructural evolution. The new roads and buildings became attraction for tourists and brought many business opportunities.
This pulled the interest of other Nations and people of other Nations.

But no one dared to act against them. The fear of the demon lord was rooted deep inside the heart of the common people. They were happy as the things are. So only a fool would complain.

After the fall of the hidden leaf village, they have expected the remaining great Ninja villages to try and get as much as reward in the golden chance. That would have caused the next shinobi war. And Akatsuki good have gotten many spoils during the time.
But contrary to there expectation reality differed.
The hidden cloud tried to attack but the hidden stone approached the situation from a new angle. They contacted the daimyo of land of fire and in exchange of some privileges they decided to defend The land of fire. Of course the daimyo noticed there motives of colonization but was unable to do anything as their military power was at it's lowest.
But in the mean time the demon lord and his army has taken control over land of wind and land of water . The demon lord has introduced many new technologies and developed these lands to an unrecognisable degree.
Those two lands have developed to such a point that they does not need any shinobi to operate.
The new governing system made it very hard for Akatsuki to spread there influence in these two lands.
Not to mention their worst traitor Orochimaru was now working under this demon lord.
Of course Pain was confident that he could defeat this demon lord. After all he was a God himself. But there was a certain uncertainty in his heart. If the demon is truly comparable to nine tails, then it would be very difficult to defeat her. Not to mention unlike those beasts she was capable of high intelligence thinking. But Obito had no search illusions thanks to a certain incident in the past.
Obito knew the true extent of Naruko's powers.
