Obviously, they are not part of his base since he has to transform in order to bring out the full potential of both. Lucif’s demon powers aren’t even his own. He can’t even do anything to maximize his base power because he’s trying to find ways to tap into MORE of Lucif’s power without getting taken over. The reason why he CAN’T transform into his final form yet is because his final form would technically be Lucif’s full takeover.

Vegeto tries to maximize his base power, which includes his demon and angel power, since his Saiyan powers are merely multipliers of his base. The same applies to Kaioken, which is why Vegeto won't transform into his final form.
