The reason why I do the eyes almost at the end, is because they make the face look complete and alive... so it makes more difficult to notice any mistakes, sometimes I push the features around the face while coloring it, and one millimeter can be enough to throw the entire face off... but I wouldn't notice it if the eyes are on and looking right, and I would spend hours changing things around trying to find the mistake.
So, no eyes, and if anything looks a little off, I just go back and fine tune it until it looks right... and at the end, the eyes go on and BAM! is like magic.
The hair is last cause is easier for me to decide the light source and the intensity of the shadows once the skin is done, I also use color samples from the forehead to create subtle transitions on the hair line so it doesn't look like a wig.
