I think you've got most of the answer there. The number of creators proliferated massively in the ~11 years I've been making this stuff. I was early. The market peaked (or had its second top) in 2020. Attention is tough to come by, and aggressive discount selling and bundles have supplied lots of people with more game assets (and music) than they can ever hope to use. The gold rush/bubble period is long over with, and will move to other areas... could even be adjacent like 3D assets, but AI will have a lot of say in what happens with game development going forward. Conditions can always change, but the trajectory of it all is pretty familiar. Recognizing an emerging market and getting in early is a big deal, as is understanding when things have played out and you're in diminishing returns.

It's so surprising to me that game assets market is so dead these days. Like I always find myself needing assets, and knowing that game development entry point is now a lot lower and easier to access with user-friendly engines like RPG Maker, you'd think there'd be more and more hobbyist devs who are in need of game assets for their games. I wonder if it's because of a sheer number of resources available that make the market too saturated.
And cool, I'll check your Outer Worlds 2 review. I played the first game a few years back and thought it was enjoyable.
