To answer some of your questions this movie was written in a way that it could fit in the Canon even if its not mentioned. And it also takes place after My Villain Academia, but before Endeavor Agency arc. Horkoshi actually setup the beginning of this movie at the very end of MVA in chapter 240 of the manga. The Doctor tells Shigaraki he needs him to bring him something. That thing is actually Nine and the beginning of the movie is actually them trying to bring Nine to the doctor. Also Hawks listened in on that conversation which is how the heroes knew to stop them.
