the contingency plans change depending on which interpretation of the story your seeing (per example in the cartoon Flash would get seizures every time he'd try to run). The point of the overall story is that Batman is so paranoid he can't even trust his closest partners but comic fans infamously misread it as "The Batman could beat any of the justice league members with enough prep time"
