There are a lot of very action based anime out there, people just haven't recommended many of them to you. I like how we see the effects of the moon on an apple, before we learn the girl was born on the moon; the show brought up the idea of things growing on the moon looking strange, before it became important. The show tends to do that, introducing ideas that later become important, "setting up punchlines before the payoff." I know this is basic, but a lot of shows fail it. They also brought up different generations and aging and stuff that's thematically related, with the old man. The moon orbits the sun at the same rate the earth does as it's brought along by the earth, so the "year" (defined as "time taken to orbit the sun") would be the same as for Earth. There are some people who are fairly baby faced later in life, so I suspect some would be lacking baby face earlier in life, so it's possible the girl has an older-looking face? Seriously though, I chalk Hachimaki not noticing she's 12 upto him being dense, assuming she has baby face, since she acts like a kid the whole episode too (probably why you thought she belonged in the psych ward!) and he doesn't notice that either.
