Shown here is her rewarding an informant who gave her information on a wanted person by letting him lick her midsection. The better the tip, the better the reward. The original agreement was for her to let him lick her navel, but since the information was slightly off, he only get to lick the area around the navel.
She's not from the area, but she understood that the people of this country have a thing for that, and she's using it to her advantage.
