In her youth, she was the most popular girl at the tavern. Many patrons travel from afar to come to see her specifically. On top of being a skillful dancer, she's also very good at entertaining people, either through her dances, or just chatting people up and being a good company. She's able to lead and maneuver a conversation in a way that the other person could talk with her for hours. Sometimes people would see her just to trade information, on top of her other services.
Her energetic personality and charisma is also her greatest charm. She always look like she's enjoying herself, and that energy spreads through the whole tavern, improving the performance of the staff, and it also help loosens the patron's coin purse!
Her innate skills at handling people and inspiring the staff made the tavern master saw fit to promote her as the lady of the tavern, his second in command at running the place. When the tavern was still new, there wasn't any real organizational structure in place, given the lack of knowledge and experience of the tavern master at running a business.
A lot of improvements and business plans were implemented after Tavern Madame was promoted. The tavern master let the Madame handle most of the day to day operation of the tavern, while he fade from public eye, overseeing the business from behind the scenes.
