Yeah, that is the same Lancel Lannister...He just cut his hair, gained a little weight, and got a deeper voice. He is part of the "Faith Militant", and all of the members are called "Sparrows". Robert's wine was not poisoned, but it was made to be much more potent than expected, dulling his senses, and yes, Cersei knew about it. She wanted Robert dead, so that Joffrey could take the throne, so that Robert wouldn't find out about the information Ned knew about her affair with Jaime that resulted in three inbred children, and so she didn't have to tolerate Robert's abuse anymore.
