Yea i agree to an extent but i still feel that Jules knew how Rue felt about her during season 1, but was still like flaunting how she’s in love with Tyler and Anna and what not, so i do feel like she wasn’t taking rues feelings into consideration and being a little hypocritical with Elliot

I don´t think Jules was upset rue made a friend, but it was rue very obviously hiding something from her, and also disregarding her feelings when she said it hurt her feelings. Also when everything with Anna and Tyler was going on they were not in a relationship. At this point they had established they were in an official relationship so I think that also factors into it.
