For instance who you have sex with (straight vs queer ect.) is political, choosing to have it in marriage vs out of marriage is political, choosing to abstain is political (no more worker bees for capitalism) etc etc. and the political is ultimately to do with power and society. I don’t think that quote is saying that on the interpersonal level you are having a power struggle when having sex but the quote is thinking about how sex is in everything and yet sex itself in the public sphere is about power. Idk just food for thought.
