Can't remember where I saw it, but I think the only reason Dawn wasn't written as Buffy's daughter is because of her age. Buffy is too young to have a teenaged daughter, and having Dawn be a little child wouldn't allow for the more mature scenes (like the conversations she has, going to makeout points with vampire boys, the demon bride thing in OMWF, etc). But I think the intention from the start was for them to have a Mother/Daughter relationship overall.
