And although they partially answer the question of how Milim and Frey come under Clayman's control, they never fully explain the whole situation in the anime. (It even seems like a lot of people don't notice the lack of coherence and it's even a bit unclear in the light novels.) By the time we can explain it, people have forgotten about it...........Me too, I still don't know exactly what Clayman is getting wrong here.
