Now he fully understood Danzo’s plan.

First, fabricate evidence of Orochimaru infiltrating Konoha to incite fear and attempt to cancel the Chunin Exams. Then, use Sasuke to eliminate all the candidates, effectively erasing the third stage entirely.

Danzo was willing to do anything to become Hokage!
