There is a bug with the observertory build task that can cause the game to halt if you don't play the way I intended :)
In general the Start / Stop / Start build and research tasks have turned out to be a mess. They won't be making the trip to Horizon.
If you should come across the bug where the Observatory has a phase that is complete but nothing is happening (and I mean nothing else in the game for days) please download this version to continue.
