He is not really a major character in the universe, but he is one of the people who have "the shine" which is basically the psychic power of the SK Universe. All the kids in Losers Club in the IT series have it, Carrie has it, The dude from Green Mile has it, and of course Dick and the kid from The Shining have it. It is basically a blessing from the god of the SK universe.
