She doesn't have those ties, and in fact has ties to very powerful figures, the types who could coerce her into doing things for them. The palace is a very insular and paranoid environment - with good reason, consider the assassination and abortion attempts so far - so it makes perfect sense for a wild card like Maomao to give Hongniang fits of anxiety.
