Correct me of I'm wrong but this should have taken place when Shigaraki/all for one was recovering from his fight with Stars and Stripes which is why he's out of the picture. I also do remember seeing the butler guy make a minor appearance in the anime in a montage moment flashing between all the movie characters during some speech.
