In real life, there is basically no situation where it's recommended to try and shoot someone in the shoulder or leg. They're small targets on somebody moving. He made the decision to put her down before Ellis and more people were put down. Going for a half-measure would be a super high chance of failure, doesn't make any sense. You have to make the decision to shoot to kill if that trigger gets pulled.
