If we assume that 100% is the fr cap, that would put kaiju Kafka at like 98% comparatively

Using that weapon on something that is highly mobile will result on collateral damage. Damage you don't want to have, how many homes or business will be affected. And you don't know if the area is completely evacuated. The weapon is strong but it isn't the perfect weapon for every situation.

I have to imagine they had coordinated for it to be taken down there, knowing that the yoju were gonna come spilling out. So it was probably well within the containment zone they had designated.
