I think the beast girls gave Rudy the panties because Rudy keeps a pair of panties that are important to him. He shows them this after he beats them up and becomes in charge. To him they’re more than just a sexual thing but they probably just see that as “oh my boss likes panties.” I also think they chose the panties of small breasted women was in order to match Sylphie. Rudy and Norn’s mom Zenith and her family is from the Millis continent which is very religious. It’s where Cliff is from. We see it in Season 1 Part 2 and the OVA. Paul spends time there with his Rescue group and Zenith’s family. We even see Zenith’s sister who Eris ends up protecting. Also because Milis is a religious and it’s very related to Christianity in our world. Polyamory is look down upon which is another layer to why Norn dislikes Rudy. She saw him with another woman the first time she met him, and now he’s with another. Her grandmother might have been whispering words about this. Probably in a way to distance Norn from Paul, but Norn loves Paul too much and pushed those negative feelings towards Rudy.

Aisha was with Lilia the whole time and we’ve seen that Lilia is pretty smart and cunning and we do see that in Aisha. In terms of Norn, she was with Paul the whole time. It wasn't just the fact that she's naturally smart hence why she got pissed when Norn got her way even though she didnt get similar scores. I've seen so much confusion online with people either hating Norn because she acts like a brat or hating Aisha because it looks like she's just trying to make Norn unhappy. In reality, Norn seems pretty depressed and has an inferiority complex because Aisha is much better at everything than her. She also grew up after the mass teleportation had happened and only saw Paul working tirelessly to make sure she was always taken care of, only for her first interaction with Rudy to be him wailing on Paul. It makes sense why she hates him right now. If you think about it she never saw the bastard Paul was when Rudy was growing up. With Aisha it looks like Norns grandma and people around her have been discriminating against her because her mom is Lilith. She had to get a perfect score to do what she wanted but Rudy let Norn do what she wanted regardless so it probably hurt her on the inside.

She'd been trained and actively working as the main family's maid her entire life (before the separation) while Norn had a normal childhood. Seeing Norn have her requests granted without a condition like herself would just reinforce the notion that Norn gets things as a natural result while Aisha's always had some pre-existing condition to uphold. It's no surprise that she's also affected by being the out of wedlock child on top of that, it must be alienating and the root of Aisha's belief that Norn is the favorite/preferred child among the Greyrats. It's really awful how she talks down to Norn but the resentment isn't unfounded, she was required (forced) to mature in several ways that Norn hasn't had to. Norn's circumstances are just as sympathetic. She's likely developing abandonment issues as she spent almost her entire early developmental years with Paul alone, but lately she's just been handed off to other people. She likely never learned to form relationships outside of one person she can choose to rely on and now it's affecting her ability to make friendships at school. After being handed over to Ruijerd I would think she was able to find that security in him as well only to be handed off again, it's really disheartening. I don't blame her for being so reluctant to accept Rudy, the experiences both sister's had when meeting him are night and day. To Aisha he's basically a superhero that rescued her mom and her almost as soon as they met. Norn just walked in on him yelling at and attacking the only person she's ever felt safe with, her comment about him being with a different woman than before doesn't help see him as anything other than another person prone to impermanence. Norn must also feel like even more of an odd one out between her siblings given Rudeus is considered a practical genius and the same could almost be said of Aisha who's always been extremely clever for her age. She's really a very normal child but compared to her brother and sister that makes her the "un-normal" one. Interestingly Norn seems to be paralleling Rudy's previous life, by quietly giving up at participating in school/socialization. Rudy was wary after she asked where practice room 3 was because she's been in school for a month at this point and not knowing means she's likely been skipping classes. Now she's isolating herself like he did at one point.

The light novel explains her actions and rudeus’s point of view more better than the anime. But just know that it’s good character development and progression
