And if they decide to silence the hacker, the force they sent was overkill, just one or two hitman is enough. It think they know the cop went there to get info about AUZA, so they sent a team to silence both of them.

We know she's an absolute wizard at computers, especially with her buggy, she was able to provide to them that the scythe alloy was made by Auza, she mentioned being interested in seeing a real ninja, and modt importantly: we see that her name is an identity owned by Auza. And they said those identities are often used for plants. Like, say, a plant in the FBI? I think part of her trying to convince him not to go through with the fight is because she'd have to save him for whatever her plans are, which means she loses access to the inside. Tl;dr: it's Emma.
