This reminded me of discourse on Hurricane Katrina. The hurricane disproportionately affected lower income, POC neighborhoods. I'd be interested in seeing if property values were lower due to being below/at sea level initially, and how that warped the communities primarily affected. To tie it in with the essay, those communities were rebuilt. 16 years later, I wonder who lives on that risky land.

I just keep coming back to Discworld. Ankh-Morpork, the largest city in the setting, is described as being built on itself, over and over, since it's built in marshland. Dwarves who live in the city often unearth new living spaces by plunging the basements.
