That's classic spy shit to the point it gets parodied in Palm Springs. As for why the first lady had it, there are several possible scenarios. She could work for the same agency and is evaluating them. She could be another recruit and this was a way to test her and the Smiths at the same time. She could be from a rival agency with similar goals but the Smith's agency wanted credit. Or it's compartmentalization, having multiple hand offs makes it harder to track the bombs origins, and the Smiths were more disposable and/or it gives the lady plausible deniability
