This is late asf but Richter isn't a guy out for murder, but if murder will get him a position it is never off the table. Murder was not only on the table for the test, but it was one of the KEY ways he could pass it. Encountering this kind of person is normal in their world. I imagine if you met this kind of guy in our modern world he would most definitely be a psychopath but since this kind of thing is the norm in their world he's kinda treated like an average guy and he even lives like one.
