Because Cid thought that the plan to steal the gold would go as plan. even he thought that it was too cocky to leave that note too them. abit strange that the anime did not incllude that scene

This was a detailed message, pointing out exactly what was happening and where the gold was hidden. Only Shadow knew where he was going to hide the gold, and Cid had no idea that the girls would learn of it's position. He literally thought that Gidden stole it.

He was scribbling/brainstorming a future apology to the girls using English/Latin/Japanese etc. Remember his plan was to start the business himself with that money not to save Mitsubishi. He didn't intend to give them the scribbles but Beta wanted him to destroy any confidential documents (his scribbles). Instead he gave them to her (to look cool probs) thinking they couldn't translate his old languages. That's why he doesn't know they took the money and also why he doesn't want to talk to them for a while cause he thinks they're mad for the betrayal. Also Gettan wasn't talking about that thing Delta found. Cid misunderstood Gettan thinking he said "beneath her" not "be near to her". So just another coincidence
