It can only cut things a couple inches away at first, so if it's consistent then prolly at first it could only cut a couple seconds back in time. But this mans ability makes the sword fuckin BUSTED!! His sword has to create a situation for which it can overwrite his "defeat". If you overwhelm him with too many conditions to account for then his limit will be hit. Like if eevery huntinng dog, chuuya, akutagawa, president, mafia boss, atsuishi, etc all came at him at the same time he wouldn't win. It would be too much I'm not a physicist so I only know hte basics, but the time travel should be similar to Eren's time travelling shit. He can send information back into the past. If you send information at a faster speed than light then you can theoretically achieve this(but this is not possible) and actually overwrite events. I think his poewr is reasonably balanced. It has clear boundaries of what it can do

I just went back to confirm (and got a bit confused because your reaction to 5x2 is called 5x1). I'm thinking Roshi got thrown off by the binoculars. Our boy Aktugawa was in the middle of bird watching before Rampo sent the smoke signal. It might have looked like Aktugawa was observing Atsushi's boat from the safety of another boat because he never put his binoculars away. You wouldn't normally need binoculars to look at something so close.
