The maids are all from the nobles houses, they constantly spy on the royals and report back to their families. The nobles are scared of Princess Renner altho she has very little power herself she is extremely smart and is adept at piecing things together from scant clues. Solution is concerned that Sebas might be mind controlled by some outsiders, his actions are bringing notice to them by other folk which is contrary to the orders from Ains. To stay in the background and spy out information, not to bring conflict to to them.

So basically nobody is "stronger" than Sebas except for supreme beings. But even then, he is simply being modest, because anyone would say the supreme beings are the strongest. That said, shalltear and rubedo are stronger than Sebas and maybe mare. Him albedo and cocyutus are kinda tied next.
